Invest one-time ARRA funds thoughtfully to minimize the “funding cliff”

Stimulus funding can employ and train sufficient tutors to serve the backlog of targeted students in a school or district. The extra tutoring staff required to address the backlog of struggling readers would no longer be needed when the funding expires. By then the district would need to maintain only sufficient tutors to serve students new to the school and a trainer to train replacements for staff who quit or retire. Employees who were in the school prior to the stimulus-funded hires would fill these on-going staff positions.

No other reading program can deliver such quick gains. Measured by student gains Read Right is the most cost effective reading program available. Quick success releases struggling readers back into the pool of general study. The money a school district earns with the prevention of dropouts can offset its project costs within a few years. The state’s investment in its students yields its return as Read Right empowers students to become community members who are not limited by illiteracy or by the lack of cognitive strategies for reaching healthy outcomes. Thus, while Read Right is a short-term investment, its results are rapid and sustainable.
